The Honorable Sherwin T. Gatchalian, Chairperson of the Senate Committee on Ways and Means, is a dedicated public servant with an eighteen-year career characterized by transformative initiatives. As the driving force behind the Philippine National Nuclear Energy Safety Act (PhilATOM Bill), he is leading efforts to establish the Philippine Atomic Energy Regulatory Authority. This pivotal legislation aims to modernize the country’s nuclear framework, ensuring adherence to international safety standards.

Dr. Henri Paillère
Head, Planning and Economic Studies Section (PESS)
INTERNATIONAL ATOMIC ENERGY AGENCY

Dr. Henri Paillère has more than 26 years of experience in the nuclear energy sector. He currently serves as the Head of the Planning and Economic Studies Section at the International Atomic Energy Agency, a position he has held since February 2020.

Previously, Henri worked at the OECD from 2011 to 2019 as a Senior Analyst and Deputy Head of the Division of Nuclear Technology Development and Economics. He also served as the head of the Technical Secretariat for two international initiatives: the Generation IV International Forum and the International Framework for Nuclear Energy Cooperation.

Prior to these roles, he worked as an R&D Program Manager at Alstom Power Company and at the French Alternative Energies and Atomic Energy Commission (CEA).

Henri earned his PhD in Computational Fluid Dynamics from the Université libre de Bruxelles and completed his thesis at the Von Karman Institute for Fluid Dynamics (VKI).

Dr. Ronald Daryll Gatchalian
Nuclear Reactor Operations Section (NROS)
PHILIPPINE NUCLEAR RESEARCH INSTITUTE

Dr. Ronald Daryll Gatchalian is a Science Research Specialist II and Assistant Radiation Protection Officer of the Nuclear Reactor Operations Section (NROS) of the Philippine Nuclear Research Institute.

NROS is responsible for the operation and maintenance of the Philippine Research Reactor – 1 Subcritical Assembly for Training, Education, and Research. PRR-1 SATER is a research reactor for studying nuclear reactor physics and radiation sciences, as well as a training facility for students, scientists, engineers, operators, and regulators.

Dr. Gatchalian earned his PhD in Nuclear Engineering from Texas A&M University, where he developed a groundbreaking Deep Learning methodology to predict physics parameters of subcritical reactors, enhancing safety and performance. This addresses the limitations of standard experimental techniques in reactor physics evaluation thereby contributing to the safe and efficient utilization of PRR1-SATER.

A member of the American Nuclear Society, Dr. Gatchalian has participated in various international conferences and in professional development programs by the US Nuclear Regulatory Commission, Los Alamos National Laboratory, International Atomic Energy Agency, Japan Atomic Energy Agency, and Czech Technical University.

His technical expertise spans radiation transport simulation, radiological hazards assessment, computational fluid dynamics, and machine learning.

Fernando Martin Y. Roxas, DBA
President & CEO
NATIONAL POWER CORPORATION

Dr. Fernando Martin Y. Roxas assumed his position as the President and CEO of National Power Corporation (NPC) on September 30, 2022. He previously served as a geologist and principal geophysicist and later played an instrumental role in the restructuring of the power sector with the passage of RA 9136 (EPIRA) of 2001.

In between, he has been a professor at the Asian Institute of Management (AIM) for over 20 years, teaching Systems Thinking, Operations, Supply Chain Management, and Strategy electives in both degree and non-degree programs.

Dr. Roxas has also served as a consultant to the World Bank, Asian Development Bank, and USAID.

Engr. Froilan Jusayan Savet, MSEE, PEE, ACPE
First Vice President and Head of Networks
MANILA ELECTRIC COMPANY (MERALCO)

Engr. Froilan J. Savet is the First Vice President and Head of Networks at MERALCO and serves as a Director of Clark Electric, Miescor Builders, and MSpectrum. He is also a Member of the Interim Grid Management Committee since 2023 and he served as a Director of the Distribution Management Committee from 2014 to 2019.

In 2023, he was honored as an Outstanding Electrical Engineering Alumnus by both the University of the Philippines and Mapua University. The following year, he received the Outstanding Mapúan Award for his significant contributions to the field of electrical engineering.

An ASEAN Chartered Professional Engineer, Engr. Savet advocates energy innovation and is a distinguished speaker on variable renewable energy at conventions and seminars, both locally and internationally. He supports the integration of nuclear energy to complement renewable energy resources and other generation for baseload capacity, ensuring a diverse energy mix as part of the country’s energy transition strategy. He was part of the executive management team that collaborated with Ontario Tech and the University of Illinois to advance MERALCO’s FISSION program, reinforcing the company’s commitment to a sustainable energy future

Engr. Fortunato C. Leynes
President
NATIONAL TRANSMISSION CORPORATION (TRANSCO)

Engr. Fortunato C. Leynes embodies over 40 years of expertise in power generation, transmission, distribution, and supply.

Throughout his career, Engr. Leynes has made significant contributions to the electric power industry and the academe.

Prior to his appointment as TransCo President and CEO, Engr. Leynes has also served in key positions at the Philippine Electricity Market Corporation, the Ibadan Electricity Distribution Company in Nigeria, the Clark Electric Distribution Corporation, the Professional Regulatory Board of Electrical Engineering of the Professional Regulation Commission, the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE), and the working groups that drafted and finalized the Philippine Grid Code and Philippine Distribution Code, the Implementing Rules of the Electric Power Industry Reform Act (EPIRA or RA 9136), and the Rules for the Wholesale Electricity Spot Market (WESM).

His outstanding contributions have earned him accolades such as the 2014 Outstanding Electrical Engineer of the Philippines award and the 2018 Thomasian Engineer Hall of Fame Award from the University of Santo Tomas, his alma mater and where he is also an Assistant Professor in the Electrical Engineering Department.

David Ryan Sequeira
Board Member, PHILIPPINE-AMERICAN EDUCATIONAL FOUNDATION (PAEF)
Deputy Counselor for Economic Affairs, U.S. EMBASSY IN THE PHILIPPINES

David Ryan Sequeira serves as the Deputy Counselor for Economic Affairs at the U.S. Embassy in the Philippines. With over 15 years of experience in advancing U.S. policies and promoting U.S. trade and investment abroad, he has worked in Mexico, Afghanistan, Pakistan, Palau, Cambodia, and the Philippines.

Mr. Sequeira holds an MBA in Marketing from Duke University‘s Fuqua School of Business and a BA in Economics from Middlebury College. He is also a Chartered Financial Analyst (CFA).

In the Philippines, he has played a key role in promoting economic resilience and security, emphasizing the connection between economic prosperity and national security. At the embassy, he leads efforts to advance the Department of State’s economic statecraft agenda, promoting free trade, energy security, environmental sustainability, and innovation. His work fosters bilateral cooperation through mechanisms such as the Bilateral Strategic Dialogue and the Trade and Investment Framework Agreement.

Julio S. Amador III
Executive Director, PHILIPPINE-AMERICAN EDUCATIONAL FOUNDATION (PAEF)
Founder and Trustee, FACTS ASIA

Julio S. Amador III is the Executive Director of the Philippine-American Educational Foundation (Fulbright Commission in the Philippines). He also serves as Interim President of the Foundation for the National Interest and is the Founder and Trustee of FACTS Asia. Mr. Amador also founded Amador Research, a boutique geopolitical risk firm.

With over a decade of experience as a civil servant in the Philippine Government, he has worked extensively on foreign affairs and national security issues. As a Fulbright Graduate Scholar at Syracuse University‘s Maxwell School, he has held fellowships at the East-West Center and the Ateneo Policy Center.

Recently, he has been involved in projects like the Kwentong Mandaragat webinar series, focusing on maritime domain issues, and the Philippines-Australia Dialogue, promoting robust exchanges on security and economic issues.

Insik Park
Executive Vice President, Overseas Business Division
KOREA HYDRO AND NUCLEAR POWER CO. LTD.

Mr. Insik Park is the Executive Vice President of the Overseas Business Division at Korea Hydro and Nuclear Power Co. Ltd. (KHNP), a leading power generation company responsible for about 30% of South Korea’s electricity supply.

With a total installed capacity of over 25,000 MW, KHNP operates 25 nuclear power units, 28 hydropower units, 16 pumped-storage power units, and various renewable energy facilities.

Mr. Park plays a crucial role in expanding KHNP’s global presence and promoting international partnerships. Additionally, he serves as a Board Member of the World Nuclear Association, contributing to the advancement of the global nuclear industry.

Dr. Naoko Inoue
Director, Integrated Support Center for Nuclear Nonproliferation and Nuclear Security
JAPAN ATOMIC ENERGY AGENCY (JAEA)

Dr. Naoko Inoue is the Director of the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) at the Japan Atomic Energy Agency (JAEA).

Since October 2019, she has been leading capacity building support programs for Asian countries in nuclear non-proliferation and security at the ISCN/JAEA.

Dr. Inoue also serves as the Chair of Working Group A under the IAEA NSSC Network and is a Co-Lead of the “Attract” Subgroup under the OECD/NEA Gender Balance Task Group.

Previously, she worked as a Radionuclide Officer at the CTBTO.

Dr. Inoue holds a PhD in nuclear engineering and management from the University of Tokyo, and an MSc in chemistry from Kyushu University. She is a distinguished expert dedicated to ensuring the peaceful use of nuclear energy.

Dr. Nguyen Kien Cuong
Deputy Director, Nuclear Research Institute
VIETNAM ATOMIC ENERGY INSTITUTE (VINATOM)

Dr. Nguyen Kien Cuong leads the team responsible for operating the Dalat Nuclear Research Reactor (DNRR) in Vietnam.

This remarkable facility, originally a TRIGA MARK-II 250 kW reactor, underwent restoration with support from the former Soviet Union and has been safely operating since 1984, upgraded to 500 kW.

Dr. Cuong and his team’s dedication to designing and analyzing small modular reactors for floating nuclear power plants reflects their commitment to technological advancement and safety.

Dr. Cuong’s role in representing Vietnam on the Safety Management of Research Reactors Topical Group (SMRRTG) of the Asian Nuclear Safety Network (ANSN) and serving as an Editor of the Journal of Nuclear Science and Technology demonstrates his remarkable leadership and contribution to the field.

Daniel Dean

CEO and Head of Client Advisory Services, DEAN CAPITAL STRATEGIES GMBH

Daniel is a senior financial advisory and former investment banking executive who possesses more than 25 years of experience in the infrastructure and energy sectors. Daniel is the founder, President & CEO and Board Member of the new not-for-profit organization, the International Bank for Nuclear Infrastructure Implementation Organisation (“IBNI-IO”). He is based in Vienna, Austria, Daniel is also the owner and CEO.

Previously, Daniel formed and led the Infrastructure Advisory Group within the Mergers and Acquisitions division of Raiffeisen Bank International AG in Vienna, Austria, where he led numerous high-profile infrastructure and energy sector transactions.

Prior to Raiffeisen, Daniel served as the co-head of the U.S. Infrastructure Advisory Group within Bank of America Merrill Lynch (formerly, Merrill Lynch, Pierce, Fenner and Smith Inc.) (“BAML”) in Chicago. Before working for BAML, Daniel was employed as an investment banker and financial advisor with George K. Baum & Co. and Piper Jaffray Inc.

Daniel holds a BSc in Mathematical Economics from the University of Minnesota and additionally completed two years of studies toward a Ph.D in Statistics at the University of Minnesota.

Myrto Tripathi

Myrto Tripathi is an expert in the Energy Transition who specializes in the role of nuclear energy in combating climate change.

She is the Founder and President of two European NGOs, Voices of Nuclear and EcoHumans – WePlanet France, since 2018. She is also a board member of the WePlanet Alliance.

Her primary goal through these organizations is to actively promote the use of science and technology to address climate change, biodiversity loss, and human development simultaneously.

She has participated in various COP initiatives and negotiations concerning climate and has written a book on the topic.

She has industrial engineering and entrepreneurship degrees and taught at Sciences Po.
