The New Kingmakers: How Sovereign Wealth Funds Are Reshaping AI Investment Strategies in Asia
Temasek CEO Dilhan Pillay outlined a measured but forward-leaning strategy as the fund closed FY2024–25 with a Net Portfolio Value of S$434 billion – up S$45 billion year-on-year – underscoring the growing role of sovereign capital in AI infrastructure partnerships.
A structural change is taking place in AI investment strategies in Asia. Sovereign wealth funds and other state-backed institutional investors are no longer just financing AI growth from a distance. They are now acting as direct co-creators of the infrastructure that will power the region’s AI economy.
The Global AI Infrastructure Investment Partnership (GAIIP) – led by BlackRock and Global Infrastructure Partners (GIP) – has brought in sovereign funds such as Temasek Holdings of Singapore and the Kuwait Investment Authority. Founding corporate partners Microsoft, NVIDIA, and xAI are part of the initiative, which aims to mobilize up to USD 100 billion for next-generation data centers and supporting energy systems.
In parallel, SoftBank’s “Stargate Project” – a proposed joint venture with OpenAI – targets an eventual capital mobilization of USD 500 billion for AI infrastructure in the United States. Public filings and industry reports note delays in execution, citing financing challenges and partner alignment issues.
Back in Asia, Indonesia is advancing its own state-led initiative. The proposed “Sovereign AI Fund,” to be managed by Danantara Indonesia, is positioned to establish the country as an AI hub in Southeast Asia. The fund explicitly links AI investment to national economic strategy, reflecting how governments are using capital deployment as a policy lever.
These developments signal a broader regional trend: sovereign-backed investors are setting the pace in AI infrastructure investment in Asia, with a focus on integrating economic policy and capital markets strategy.
These dynamics will be a focal point for cross-border dealmakers at the AI Week Asia 2025 Investor Day, where sovereign capital strategies will be discussed alongside corporate partnership models.
