Vietnam Passes Modernized Atomic Energy Law
Vietnam’s renewed push for nuclear readiness took a pivotal step in February when Minister Nguyen Hong Dien proposed enabling legislation for the Ninh Thuan project. The June passage of atomic energy reforms now gives developers a clearer legal runway and digital tools to accelerate bankable deployment.
Vietnam has formally updated its Law on Atomic Energy, marking a pivotal step in building regulatory readiness for future nuclear development. Passed on June 27 and set to take effect January 1, 2026, the revised law brings Vietnam’s legal framework closer to IAEA standards and introduces measures to enhance digital oversight, transparency, and investor engagement.
Key changes include the integration of digital platforms into nuclear safety and administrative processes. According to Tilleke & Gibbins (July 16), the law mandates a digital system for licensing, inspections, and compliance monitoring, aimed at improving regulatory transparency and efficiency. Officials cited by VietnamNews.vn (July 10) highlighted the potential for real-time oversight, enhanced public trust, and streamlined inter-agency coordination.
The revised law formally defines the role of the National Radiation and Nuclear Safety Authority (NRNSA), aligning its responsibilities with global nuclear safety frameworks. A new chapter specifically addresses nuclear power plant projects, covering stages from site evaluation to decommissioning, while also updating compensation mechanisms for nuclear-related incidents.
The reforms are expected to de-risk project development for potential EPC contractors and energy investors. The law outlines pathways for workforce incentives, public-private participation, and sector privatization, all of which align with broader goals for Vietnam’s clean energy transition. As Vietnam explores options such as SMRs, legal clarity and procedural efficiency are viewed as foundational to project bankability.
